A Biblical Look at Salvation and the Sinner’s Prayer
Introduction
This study explores what the Bible says about the moment a person is truly “born again,” “saved,” or “regenerated,” especially in the context of the widely used “sinner’s prayer” in evangelistic settings.
- What Does It Mean to Be “Born Again”?
John 3:3 – “Truly, truly, I say to you, unless one is born again he cannot see the kingdom of God.”
John 3:6 – “That which is born of the flesh is flesh, and that which is born of the Spirit is spirit.”
Being born again is a spiritual transformation initiated by God. It is not produced by a prayer alone but is the work of the Holy Spirit.
- Is the “Sinner’s Prayer” in the Bible?
Romans 10:9 – “If you declare with your mouth, ‘Jesus is Lord,’ and believe in your heart that God raised him from the dead, you will be saved.”
The Bible emphasizes heartfelt belief over mere recitation. A sinner’s prayer can be helpful, but only faith and repentance bring salvation.
- Regeneration as God’s Work – 1 Corinthians 3:6–11
1 Corinthians 3:6 – “I planted, Apollos watered, but God gave the growth.”
1 Corinthians 3:11 – “For no one can lay a foundation other than that which is laid, which is Jesus Christ.”
Only God causes spiritual life. Evangelists can sow seeds, but salvation is God’s sovereign work.

Matthew 7:16 – “You will recognize them by their fruits.”
Matthew 7:21 – “Not everyone who says to me, ‘Lord, Lord,’ will enter the kingdom of heaven…”
True conversion will bear spiritual fruit and a changed life. Mere words without transformation are insufficient.

“The Lord knows those who are his,” and “Let everyone who names the name of the Lord depart from iniquity.”
True salvation results in a departure from sin. God knows who truly belongs to Him.
- Inner Assurance of Salvation – Romans 8:16–18
Romans 8:16 – “The Spirit himself bears witness with our spirit that we are children of God.”
Romans 8:17 – “Now if we are children, then we are heirs—heirs of God and co-heirs with Christ…”
The Holy Spirit gives internal assurance of salvation. True salvation brings a sense of belonging to God.

These verses emphasize the new birth, new heart, and new creation that occur when someone is truly saved.
So, When Is a Person Truly Born Again?
A person is born again when they:
- Genuinely repent,
- Place saving faith in Jesus Christ,
- And are regenerated by the Holy Spirit.
This may happen during, before, or even without a “sinner’s prayer,” depending on the heart’s condition.

- The sinner’s prayer can be a tool, but not a guarantee of salvation.
- Salvation involves repentance, faith, regeneration, and spiritual fruit.
- We should lead people to Christ with biblical clarity, not emotional pressure.

What Does Verse 5 Mean in the context of John 3:1-8?
John 3:5 (ESV) says:
“Truly, truly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God.”
To understand what “born of water and the Spirit” means, it helps to consider:
- the immediate context (John 3)
- the broader biblical context
- and the cultural/religious background of Jesus’ conversation with Nicodemus.
- Context: Jesus and Nicodemus
Jesus is speaking to Nicodemus, a Pharisee and religious teacher of Israel. He tells him that to enter the kingdom of God, a person must be “born again” (John 3:3) and clarifies in verse 5 that this involves being “born of water and the Spirit.”
- “Born of Water” – What Does It Mean?
There are a few main interpretations:
- a) Natural birth (physical water of the womb)
Some believe “water” refers to physical birth, as amniotic fluid is sometimes metaphorically linked with “water.” Thus, “born of water and Spirit” would mean: born physically and spiritually.
🔹 Strength: It fits a contrast between physical and spiritual (John 3:6).
🔹 Limitation: “Water” rarely refers to physical birth in Scripture.
- b) Baptismal water (Christian or John’s baptism)
Others connect this to water baptism, either:
- Christian baptism (linked with repentance and the Holy Spirit in Acts 2:38)
- or John the Baptist’s baptism of repentance (which Nicodemus would know about).
🔹 Strength: Baptism is tied to spiritual rebirth in early Christian practice.
🔹 Limitation: Christian baptism hadn’t been instituted yet in John 3.
- c) Spiritual cleansing language from the Old Testament
This is likely the strongest interpretation.
Jesus uses “water and Spirit” together—a phrase found in Ezekiel 36:25–27, a passage Nicodemus, as a teacher of Israel, would have known:

“I will sprinkle clean water on you, and you shall be clean… And I will give you a new heart, and a new spirit I will put within you… And I will put my Spirit within you…”
Here, water = cleansing from sin, and Spirit = transformation of the heart.
Jesus may be pointing to this promised new birth—a cleansing and renewing work of God that brings someone into His Kingdom.
- Summary of Meaning
To be born of water and the Spirit means:
🔹 To be cleansed of sin (spiritually purified),
🔹 And to be renewed inwardly by the Holy Spirit,
🔹 So that one becomes a new person (a new creation, 2 Cor. 5:17) and enters the Kingdom of God.
It is not about external rituals alone (like baptism), nor is it only about physical birth—it’s about a spiritual rebirth through God’s grace.
